The Commonwealth Court determined that a reporter was entitled to records identifying the names, job titles, and departments of the panel that reviewed and scored applications for marijuana grower/processor and dispensary licenses under the Right-to-Know Law.
The Department of Health argued that the specific language of its own regulations exempted such information from disclosure and asserted a personal security exemption. The Office of Open Records and the Commonwealth Court found these arguments to be unavailing and ordered the information be provided to the requestor.
